UNION
PACIFIC RAILROAD RAILS-TO-TRAILS CONVERSION PROJECT -
BUNKER HILL CERCLA SITE PROJECT - KELLOGG, ID.
TerraGraphics
provided negotiation and technical assistance to the State of Idaho in the successful
conversion of 70 miles of contaminated railroad right-of-way to a recreational
trail under rail-banking rules. This Project is one more example of the “Remediation
through Development” approach that is continually being used to convert
contaminated property into a destination recreation site. This was a joint project
involving several federal agencies, the Union Pacific Railroad, the State of
Idaho and the Coeur d'Alene Tribe and involved technical, engineering, human
health, natural resource and ecological risk assessment issues.
TerraGraphics
conducted the human health risk assessment portion of the engineering evaluation
cost estimate (EE/CA), designed a combined risk management/cleanup plan for
human health and provided engineering assistance in reviewing proposed conversion
construction and oversight activities.
TerraGraphics has been involved with the Bunker Hill Superfund Site
for over 20 years, and has a proven history of working with Tribal,
local, State, and Federal Governments on mining related issues. TerraGraphics
is currently working on the institutional controls program (ICP)
criteria for the project and is in a unique position to oversee construction
with respect to long term ICP goals.
